Automated Text Messaging: Chronic Conditions – Digital Health Provider

Summary

the statewide digital health provider to operate the messaging service -- distinct from the already-tracked site-level grant tracks, this is the vendor/provider side of the program.

Eligibility

Eligibility is limited to digital health providers who: (1) are legally authorized and registered to operate in Maine, as demonstrated by current registration or Certificate of Good Standing with the Maine Secretary of State; (2) employ credentialed clinicians licensed to practice in Maine (through the Maine Board of Licensure in Medicine, Board of Osteopathic Licensure, or State Board of Nursing); (3) have a Unique Entity Identifier (UEI); (4) are enrolled in MaineCare and maximize reimbursement from all eligible third-party payers (including private insurance); (5) maintain processes to accommodate uninsured or underinsured participants such as sliding scale payment; (6) operate a secure, HIPAA-compliant digital health platform capable of automated text messaging, technical support, participant privacy/security management, and reporting; (7) can serve rural Maine zip codes and maintain services in compliance with applicable consent, accessibility, and telecommunications regulations; and (8) are available to provide services statewide within 5 days of required approvals. Participation in ongoing data sharing, evaluation, and quality improvement is required.
