The Mississippi State Department of Health is soliciting proposals for a qualified contractor to establish, develop, operate, and maintain a connected statewide Health Information Exchange that will serve as a foundation for a state-directed Health Data Utility. The procurement includes statewide bidirectional clinical data exchange, rural provider connectivity, public-health and payer data needs, and care-coordination infrastructure. The RFP states that MSDH is a pass-through entity of Mississippi RHTP funding. The contract will be funded through the CMS Rural Health Transformation Program (RHTP) and is structured across five CMS-defined budget periods, with a total financial assistance award of $205,990,180.16 (99.96% CMS/HHS, 0.04% non-government sources). Contract terms include contingency on lawful funding and the right for MSDH to terminate or reduce services if funds are unavailable. The selected vendor must comply with all federal and state requirements, including employment verification, equal opportunity provisions, and adherence to interoperability standards as set forth by HHS, CMS, CDC, ONC, and related partners. Evaluation will be performed by a blinded panel using consensus scoring, considering price and non-cost categories, with provision for live demonstration requests.
Eligible applicants are vendors offering solutions for statewide, interoperable health information exchange or health data utility services, meeting federally recognized standards, who have been in business and provided statewide HIE/HDU services similar in requirements and scale for a minimum of five (5) years, and have a minimum of three (3) years' experience with rural healthcare environments in Mississippi or equivalent states. The vendor, upon award, must have plans to establish a local Mississippi business presence to support stakeholder-facing operational and technical assistance within 60 calendar days of contract execution, unless otherwise agreed in writing by MSDH. Vendors must demonstrate compliance with all applicable federal, state, and local laws, including employment verification and equal opportunity requirements, and must not be currently debarred, suspended, or excluded from participation in federal programs. Subcontracting is permitted if the prime vendor remains responsible to the State.
