Virginia's Tech Innovation Fund within CareIQ seeks to award approximately $9.9 million in non-dilutive grants to organizations developing novel healthcare technologies for chronic disease prevention and management in targeted rural Virginia localities. The goal is to decrease chronic disease rates, increase rural access to primary/preventive care, and modernize provider operations. Applicants must offer proof-of-concept through MVP products and preference is given to solutions that directly deliver or enable care. Innovations must focus on consumer-facing or systems-oriented approaches that address rural-specific barriers, operate at Technology Readiness Levels (TRL) 4–7, and deploy in localities as defined under the Virginia Rural Health Transformation Program using FORHP-based rurality. Milestone-based funding will require awardees to begin deployment within three months of award and report quarterly outcomes.
Eligible applicants include U.S.-based, U.S.-owned organizations (companies, startups, universities, nonprofits, governmental, and Tribal entities) founded fewer than 10 years ago and with less than $50 million in prior funding. All RHTP-funded work and staffing must occur in the U.S. Applicants must provide direct services to rural Virginia communities as designated by Virginia's RHTP (based on FORHP definition). Preference is given to Virginia-based or legally registered organizations with administrative and strategic operations in Virginia, including those registered via the Virginia SCC. All applicants must demonstrate capacity to manage federal funds in compliance with 2 CFR Part 200, HHS, and CMS RHTP grant requirements and hold an active Unique Entity Identifier (UEI) in SAM.gov with no active exclusions, debarments, or suspensions. All entity types must meet the 10-year since founding and <$50M since inception threshold. Ineligible are entities (of any type) above those thresholds.
