FHC Transformation Technical Assistance Center (T-TAC) RFQ

Requirements Checklist

• Proposals must specify one or more of eleven T-TAC Core Areas, addressing relevant expertise, at least two examples of comparable rural technical assistance (TA)/consulting engagements with outcomes, and provide up to two work samples per Core Area. Include a staffing plan, complete rate schedule, and professional references (minimum three). Proposals must state readiness to coordinate with other T-TAC consultants, document approach for organizations with limited capacity, and comply with 2 CFR Part 200. Proposed rates must adhere to FHC benchmarks ($75–$250/hour by role; see RFQ for detail). Subcontractors require prior FHC approval. Vendor-neutrality is required and product/service tie-ins are prohibited unless a conflict management plan is FHC-approved. Indirect costs are not permitted. Inclusion on the roster does not guarantee contract volume; selection is for eligibility to receive task orders as determined by FHC or subrecipients.
